Update! I ran out a FOURTH time to fix my garbage can and was pi**ed off. I decided to try and outsmart the damned wind, I know, I'm way ahead of it.
I left the can laying on its side but made sure the lid was shut. Now my recyclables will not litter the neighborhood.
You shall not win Mr. Wind!!!! *shaking fist in the air* You shall not win!!!!
